Ukraine's foreign minister said on Saturday that Russia is planning strikes on Ukrainian nuclear facilities before the winter, and urged the IAEA and Ukraine's allies to establish permanent monitoring missions at the country's nuclear plants.

The depot appeared to be just kilometers (miles) from another that was struck by Ukrainian drones early Wednesday, injuring 13 people and also causing a huge fire.

President Volodymyr Zelenskyy has said that Ukraine is actively working on a plan that will be the start and foundation for talking in any format with Russia, and three points of the plan are already in place.
