A Balmoral skirt is a petticoat that is more or less meant to be seen, as indicated these images. Worn mainly with what would be termed active wear, Balmorals were typically a bold stripe or plaid pattern. Most typically had some sort of stiffener in them as well, such as horsehair or even occasionally hoop bones.
